HS2 Phase 2A Update

  
 

Historically there has always been cross party support in respect of the HS2 scheme.  Despite different political stances, the main parties have given their support to the scheme.  There is no reason to doubt this stance will continue following the election outcome and new Government.

Fisher German is acting on behalf of a large number of clients affected to varying degrees by along the entire length of the HS2 scheme.

It is understood that the Phase 2a Hybrid Bill will be published this summer.  Informing the Hybrid Bill will be the Formal Environmental Statement, which includes the various community area reports together with the map books; all of which we had with the Working Draft Environmental Statement last September.

Following publish of the Hybrid Bill there will be the opportunity to petition Parliament.  This process should not however preclude discussions with HS2 Ltd.  It is in all parties’ interests to continue dialogue in order to reach a beneficial outcome.

It is envisaged that the Parliamentary process will take approximately one and a half years.  Enactment of the Hybrid Bill for Phase 2a is expected by the end of 2019.  Due to this phase of the scheme being expedited in order to open one year after Phase One, construction is likely to start in early 2020.

During this time, it is important to continue discussions with HS2 Ltd.

On Phase 2a we as a firm, are representing a range of clients, we can assist with the Petitioning process and have already achieved successful outcomes regarding the service of blight notices. We have also successfully made Representation to the Upper Tribunal (Lands Chamber).

We have valuable experience in dealing with the HS2 Need to Sell Scheme and are in dialogue with HS2 Limited where clients are unable to move but are significantly impacted by the proposed scheme.
