The majority of farmers have now received payment for their 2017 BPS claims, but a substantial Rural Payments Agency (RPA) land re-mapping exercise means that preparation for the 2018 claim needs to commence as soon as possible. The online application function will be available from mid-March -  two weeks later than in previous years.
 

We understand that much of the re-mapping process is now automated, and therefore although land parcels can be checked in preparation for the application, there is concern that further re-mapping in the meantime could result in the process needing to be repeated. In our experience, the mapping updates have resulted in some cases, where shadows, foot-paths and changes in land use have been incorrectly mapped as field boundaries, requiring submission of an RLE1 form to correct.

Any transfers of entitlements and whole field parcels can now be carried out online, and we would strongly advise using this online function rather than a paper form, as the transfer is processed almost immediately.

We previously reported on a number of changes to greening for 2018 which are now applicable, most notably the ban on the use of Plant Protection Products on fallow land, nitrogen-fixing crops and catch/cover crops, where used as Ecological Focus Areas (EFAs). In addition for EFA fallow land from 1st January to 30th June, no fertiliser or manures should be applied, no grass can be sown unless a specific requirement of an environmental scheme, and no cultivation for weed control is permitted.

Environmental Stewardship

The application period for countryside stewardship is now open for schemes with a 1st January 2019 start date. An application pack must be requested by 31st May, and the submission deadline has been brought forward to 31st July. Four new ‘simplified’ schemes are also available this year, offering a reduced selection of options, but a guaranteed grant offer and a more straight-forward application process. The deadline for these applications is also 31st July. The popular hedgerow and boundaries grant application window is also now open until 30th April, and the maximum grant available per applicant has doubled to &10,000.

All existing environmental stewardship scheme holders will be required to complete and submit an annual claim form by 15th May 2018. Land parcel areas and option details should be checked carefully to ensure that any RPA remapping has been included, as any discrepancies could result in payment delays or penalties.

The annual claim period is also a good opportunity to check any record-keeping requirements for existing Countryside Stewardship schemes, and ensure that where applicable, photographic evidence is available, and stocking records and field applications are documented in case of an inspection.
